Biography

Aaron Jackson’s practice focuses on helping companies manage crises, resolve disputes, and interface with the federal government on matters related to Government Contracts, Bid Protests and Dispute Resolution, Internal Audits/Investigations, U.S. Export Controls, Regulatory Compliance, Data Privacy/Cybersecurity, and National Security Law and Policy. As a former military officer and federal attorney with over 20 years in the Department of Defense, Aaron remains deeply committed to the Defense and National Security communities and leverages his unique “inside” experience to advise and assist companies in their engagements... with the federal government.

A distinguished graduate from the U.S. Air Force Academy, Aaron spent several years in the operational and contracting communities before transitioning to the Judge Advocate General’s Corps. Throughout his military career, Aaron served as a federal prosecutor and defense counsel, government contracts attorney, Air Force Academy law professor, Pentagon counsel/advisor, and leader of numerous legal offices at home and abroad. An experienced litigator and dispute resolutions specialist, Aaron has led dozens of federal trials and administrative hearings, supported countless government contract actions, managed hundreds of investigations, and supported thousands of domestic and international matters.

In his final military deployment, Aaron served as General Counsel at an undisclosed location in the Middle East supporting the Air Force’s most active fighter unit engaged in Operation INHERENT RESOLVE. While stationed at the Pentagon, Aaron served as counsel to the Air Force Inspector General, providing legal management to over 100 internal investigations. He was then selected as head legal counsel for the U.S. Space Force Planning Task Force and was subsequently awarded “Outstanding Performer” recognition by the Secretary of the Air Force for his role in the historic launch of the United States Space Force. In his final military assignment, Aaron served as General Counsel for an elite Air Force Special Operations organization supporting United States Special Operations Command (USSOCOM) at sixteen locations worldwide.

Passionate about developing people and teams, Aaron also serves as an Adjunct Professor for the Texas A&M University School of Law. He further volunteers as an official Ambassador for The Honor Foundation, a nonprofit organization dedicated to supporting members of the Special Operations community transitioning from active duty service. Aaron is a passionate advocate, servant leader, devoted teammate, and exceptional attorney who stands ready to assist you with any legal matter.

Experience

  • Zealously representing small business in complex (multiple protestors/intervenors) bid protest with Court of Federal Claims regarding flawed agency award of IDIQ contract valued at over $60B.
  • Creatively supported 8(a) Small Business in bid protest with the Government Accountability Office. Identified key agency errors in selection process. Detailed protest led to agency withdrawal of contract action.
  • Supported company’s internal investigations and agency response to complex audit by the Small Business Administration.
  • Advised innovative tech company across progressive phases of STTR/SBIR program. Strategic advice and transactional support led to multi-million dollar contract award.
  • Represents multiple international defense/national security companies in supporting and executing U.S. Export Control (ITAR/BIS/OFAC/DOE/NNSA) compliance programs. Facilitates export license requests and agency engagements; resolves commodity classification and jurisdictional matters; and conducts internal investigations, audits, and training.
  • Conducted comprehensive internal investigation of company’s export control concerns and drafted/managed voluntary self-disclosure process with the Department of Commerce (Bureau of Industry and Security). Strategic engagements/adjustments mitigated agency response to warning letter with no subsequent penalties.
  • Advised company in international data breach management and response solution after terror-based cyber-attack. Legal team ensured 100% EU and US regulatory compliance.
  • Represented United States in key engagements with senior foreign leaders in Nigeria, Morocco, and Jordan; provided official education and training and conducted foreign exercises focused on the intersection of Human Rights Law, International Humanitarian Law, and International Crisis Management and Response.
  • General Counsel for U.S. Air Force’s premier ground-based Special Operations organization, advising and supporting C-Suite leadership and 3,000 personnel executing education, training, and operational missions at 16 locations worldwide.
  • Served as lead Air Force JAG counsel to Space Force Planning Task Force and subsequent “launch” of the United States Space Force. Named “outstanding performer” by the Secretary of the Air Force, Chief of Staff of the Air Force, and Chief of Space Operations.
  • Provided exceptional advice and counsel to Air Force Inspector General on a record 100+ cases in ten months. Reduced significant case backlog and ensured justice and rapid responses for “C-suite” leaders across the Air Force enterprise.
  • Provided legal support to $6B federal contract portfolio supporting, among others, United States Strategic Command and the Defense Technical Information Center.
  • 20+ year military officer in the Department of Defense; federal attorney and former contracting professional with significant expertise in investigations/litigation, government contracts, regulatory compliance, international law, and national security law and policy.
  • Former U.S. Air Force Academy law professor and National Security Law and Policy course director; current adjunct professor at the Texas A&M School of Law.
